  • Responsibilities

    • The contractor shall provide expert, executive-level planning, programming, budgeting, execution, and evaluation support to CD and its investigative programs.
    • Complete templates and provide execution data associated with Intelligence Program Budget Submissions (IPBS). 
    • Lend financial expertise to CD’s participation in ODNI’s Major Issue Studies. 
    • Coordinate and prepare executive level briefings in support of Congressionally-mandated oversight reporting requirement by ensuring that operational performance either matches the allocation of resources or are used to support new priorities.
    • Plan, prepare, justify, administer, analyze, forecast, and monitor budget, accounting, and financial reporting information.
    • Respond to ad hoc requirements from Congress, ODNI, DOJ, and other oversight agencies to ensure that CD’s accomplishments align with resources expensed. 
    • Support the prioritization of the CD’s mission by overseeing the Division’s response to the FBI’s Zero Based Budgeting Review and provide briefing points to CD executive management as requested. 
    • Author a variety of execution reports, documentation, and briefings for internal consumption as well as executive-level advisements/recommendations.

    Qualifications

    Required Qualifications/Experience

    • Minimum of 10 years experience working within the defense, intelligence, or law enforcement communities leading or coordinating complex programs and/or multiple projects.
    • Have experience and a demonstrated knowledge of the Intelligence Program’s Planning, Budget, Execution and Evaluation cycle’s practices and principles including, but not limited to the following:
    • The ability to quickly understand operational concepts and articulate them for Congress, OMB, DOJ, and ODNI.
    • Experience analyzing financial data, written/verbal information, and processes to assess risks and formulate recommendations that align with organizational goals.
    • The ability to develop performance measures that are directly related to resource allocations.
    • The ability to operate at an executive staff level.
    • Exceptional oral and written communication skills, including the ability to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products.
    • Keen attention to detail.
    • Strong interpersonal skills, and the ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment.
    • Expert proficiency in Microsoft Excel, PowerPoint, Word, and SharePoint.
    • Demonstrated analytic and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop non-linear recommendations for implementation.
    • The ability to build and maintain professional networks and manage competing priorities.
    • Minimum of Top Secret with SSBI required. 

    Required Qualifications/ Education Level

    • Bachelor’s degree required (Master’s Degree preferred).

    Preferred Qualifications/Experience

    • Certified Associate in Project Management (CAPM), Project Management Professional (PMP), Certified Defense Financial Manager (CDFM), and/or Certified Government Financial Manager (CGFM).
    • Masters related to Financial Management or Business Administration.
    • TS/SCI/CI Polygraph preferred; TS with SSBI required.
