  • Overview

    The Enterprise Architecture Engineer subject matter expert will provide Enterprise Architecture and System Engineering Life Cycle support services to the United States Coast Guard (USCG) for their Direct Access Management System task order, to include: 

    Responsibilities

    • Perform information system life cycle support management activities that includes requirements analysis, alternative analysis, feasibility studies, and audits.
    • Provide documentation of life cycle support management for requirements analysis, alternative analysis, feasibility studies, and audits to the COR for review and comment.
    • Gather and document functional program requirements used by the Coast Guard IT systems. (e.g., requirements decision papers, functional requirements specifications, requirements traceability matrixes, system test plans, and security plans.
    • Maintain the Project Management Plans (PMP), Risk Management Plans (RMP), Configuration Management Plans (CMP) and Quality Assurance Plans (QAP) in accordance with DHS and Coast Guard SELC guidance.
    • The EA and SELC functions shall be a major input on all the plans and shall assist in their updates as required in each plan’s section in its position in the SOW.
    • Assist the USCG with development and refinement of SELC artifacts, such as Project Plans, Risk Management Plans and Matrices, Quality Assurance Plans, Configuration Management Plans, IV&V Plans, Requirements Management Plans, Security Management Procedures, Disposition Plans, Test Management Plans and Procedures.
    • Participate in the Change Control Board (CCB) meetings as a non-voting member when topics within the Contractor's realm of support are to be discussed.
    • Develop and implement a system engineering management process to guide the development and management of the transition process from Systems Development Life Cycle (SDLC) to Systems engineering Life Cycle (SELC).
    • Manage transition activities and provide necessary documentation to support transitions (i.e., identification of needs and risks on the Government’s transitions and provide its recommendations on how to implement transitions, risk mitigation strategies, as well as communication plans to stakeholders).
    • Develop and implement processes and procedures to meet enterprise architecture specifications and provide reporting recommendations on how the Government can best develop these processes, including the identification of needs and risks on the Government’s procedures.
    • Review and provide inputs and recommendations on how the Operation Services Center implements their Test and Evaluation Master Plan (TEMP) in terms of how it will affect CG-6’s cost, schedule, and performance, as well as other EA and SELC impacts
    • Candidates must possess knowledge and experience working with the USCG/DHS Capital Planning and Investment Control (INVEST) and the Resource Allocation Plan (RAP) systems.
    • Candidates must possess knowledge and experience with Human Resources Information Technology and with the US Government Military Pay and Personnel information system.
    • Five (5) years of relevant experience.

       

      Security Clearance Requirement:

      • National Agency Check with Inquiries (NACI)

       

      Educational and Certification Requirements:

      • Bachelor of Science (BS) degree in Information Technology or Computer Science required.
      • Information Assurance Technician (IAT) Level 1 or Information Assurance Manager (IAM) Level 1 preferred.  (Candidates that do not possess an IAT Level 1 or IAM Level 1 must be able to obtain one of these certifications within 6 months).
