  • Overview

    The candidate shall provide support and continued maintenance of the TSA Strategic Plan and the TSA annual IT report which provide direct connections between the IT Strategic Plan, TSA/DHS budget requests, TSA’s enterprise architectural effort, and Congressional appropriations. These documents help provide the linkage between the TSA annual goals and the CIO’s annual goals. The performance plan guides the formulation and execution of the budget and informs decision-making throughout the organization.


    In support of IT Strategic Planning, the candidate shall provide expert advice, conduct and document broad based analyses, facilitation support and assessment of various TSA IT initiatives to support ongoing strategic organizational planning and development. Tasks include but are not limited to:

    1. Development of recommended metrics and strategies for implementing the strategic plan.
    2. Conduct organizational and change management assessments.
    3. Data collection, analysis and input.
    4. Milestone planning recommendations and analysis.
    5. Benchmarking.
    6. Development of recommended feedback mechanisms and assessment of feedback results.
    7. Development of related databases and websites.
    8. Provide input, recommendations, facilitation and instructional services relating to planning and execution of results.
    9. Provide knowledge transfer and guidance in support of a variety of mission-essential tasks, to include continuous productivity improvement, team building, communication skills, focus groups, inter-group development, customer service, and leadership development.
    10. Survey preparation and feedback data collection and analysis.
    11. Strategic communications around raising awareness of IT Strategy.
    12. Focus group/ off-site facilitation.



    Preferred Skills:

      • IT strategic planning, executive meeting facilitation, strong written and oral communication skills
      • Knowledge of Workforce Planning (preferred, but not required).
