  • Overview

    Oversees all aspects of the contractor’s support of all tasks within this PWS, including planning, organizing, staffing, directing, integrating, and controlling activities necessary for all tasks to meet schedule, and performance requirements. Manages all day-to-day operations including administrative functions, assessing risks, identifying assumptions, and resolving interpersonal conflicts. Responsible for the duties, tasks, and activities required to make the program/project successful.  Actively participates in the management decision-making process.

    Responsibilities

    • The contractor shall support the Medical Directorate’s Enterprise Business System (EBS) operations by providing personnel to work with leadership to optimize its initiatives and program execution.
    • The contractor shall provide Executive business management support:
    • The contractor shall act as a trusted agent and advisor for the DLA Troop Support Philadelphia Medical (Troop Support Medical) leadership by analyzing government and commercial business trends, developments, process and options free of organizational and personal interests.
    • Develop business strategies and plans that optimizes Troop Support Medical’s value added proposition to its customers and positions and enables Troop Support Medical to be the Defense Medical Logistics Enterprise logistics provider of
    • Develop draft executive-level documents to include White Papers, briefings, mini- business cases, cost/benefit analyses, rough order of magnitude (ROM) economic analyses, Point Papers, Discussion Papers, ready-to-send emails, and any other correspondence to effectively communicate and support the leaderships' positions and propositions to its customers, subordinates, counterparts and superiors.
    • Act as Troop Support Medical's representative in joint government forums, to include the Acquisition and Medical Materiel Management Working Group, the Office of Management and Budget Category Management Working Group, the DLA Whole of Government Working Group, etc., and present and defend Troop Support Medical's positions and interests. Provide thought leadership consistent with Troop Support Medical's business goals and objectives and promotes it programs and services.
    • Analyze all the major forces at play in the federal medical logistics arena, evaluate their potential impact on the Troop Support Medical Supply Chain mission, and develop and refine viable strategic and tactical business options for the Medical leadership to promote positive outcomes and mitigate negative outcomes.
    • Network with representatives of the joint medical logistics community, communicate Troop Support Medical's value propositions and promotes the adoption and use of Troop Support Medical's capabilities and services throughout the whole of the federal government.
    • Analyzes negative or unfavorable evaluations and reports of Troop Support Medical's programs or outcomes, and develop and present effective counterarguments based on facts, applicable regulations and laws.
    • Analyze key indicators, metrics and trends of Troop Support Medical's business performance and keep the Medical leadership abreast of developments and projections sufficiently in advance to allow the leadership options in timely course corrections.
    • Track and analyze commercial and federal logistics programs and trends and critically evaluates their applicability to the Troop Support Medical
    • Effectively incorporate advanced techniques such as statistical charting, organizational structure, budget and fiscal control, and strategic planning to maintain the high standards required for effective management and business stabilization and
    • The contractor shall provide business operations, analytics, advisory, and marketing support
    • The contractor shall support the development of Medical logistics optimization plans incorporating evaluation of the impact of proposed cost/schedule decisions as they relate to performance risks. Document and report findings in sufficient breadth and detail to provide a reliable method of evaluating decision alternatives in light of risks, identifying conflicting efforts, evaluating the political implications and considering emerging technology and available resources.
    • The contractor shall provide timely consultation and expert technical advice on Troop Support Medical customer support programs and initiatives, including Prime Vendor, Electronic Catalog, Capital Equipment, Contingency Contracting, Army Materiel Management Agreement and Defense Medical Logistics Standard Support-Wholesale.
    • The contractor shall assist the Directorates' divisions, ISTs, Cells and Team units in understanding, evaluating, scheduling and meeting the myriad of requirements related to the Enterprise Business System, Tailored Vendor Relationship, Army Medical Material Agreement, Category Management, Whole of Government, DLA and Defense Health Agency initiatives and efforts.
    • The contractor shall host, facilitate and support interactive workshops using proven techniques to identify strengths and weaknesses in current business processes and systems, and identify opportunities for optimization. Coordinate all aspects of these sessions, to include scheduling, agenda development and dissemination, minutes development, staffing and dissemination, briefing development and presentation and other duties in support of this task, as required. Task includes coordination/facilitation across the Defense Medical Logistics Enterprise.
    • The contractor shall market all aspects of Troop Support Medical's capabilities to include the development and distribution of marketing materials, e.g., brochures, articles for publication, presentations, etc., that further its customer satisfaction, market share, sales and revenue goals and objectives.
    • The contractor shall provide timely recommendations to DLA Troop Support leaders and business units regarding all aspects of their mission, performance, benefits, costs, risks and political implications of proposed actions and outcomes.
    • The contractor shall provide administrative support in the planning for personnel, financial, operations, and technical aspects of Troop Support Medical business operations.
    • The contractor shall effectively incorporate advanced techniques such as statistical charting, organizational structure, budget and fiscal control, and strategic planning to maintain the high standards required for effective management of business systems stabilization and normalization.

    Qualifications

    • 10 years of experience in IT/logistics project or program management
    • Must have experience in DoD logistics functions (e.g., finance, supply, contract administration, transportation, project management).
    • Must have experience using MS Project.
    • Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission.
    • Proficient in DLA system, Electronic Catalog (ECAT)
