  • Overview

    The Senior Management Analyst will work on high visibility or mission critical aspects of a given program and perform as all functional duties independently. May oversee the effort of less senior staff and/ or be responsible for the efforts of all staff assigned to a specific job. Conducts organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.


    Provide the OBIM Program Management Cell (PMC) with acquisition, program management and meeting support services for the development and implementation of the HART system.

    • Provide full time support to assist Program Manager / Deputy Program Manager for all acquisition documentation and meeting management activities.
    • Establish and maintain a disciplined acquisition and program management approach in compliance with DHS Acquisition Lifecycle Framework policies and directives.
    • Development and review of key acquisition program documents.
    • Monitor the development of required acquisition program management documentation. The Contractor shall provide a weekly update on percent complete for each document and coordinate with program scheduler to update the Integrated Master Schedule.
    • Maintain SharePoint site with relevant program documentation, briefings, information and decision papers, and meeting minutes. The site shall maintain appropriate access controls for data and employ version tracking.
    • Update SharePoint site with new dashboards, workflows and collaboration pages to support development and real-time customized program reporting. The site shall maintain appropriate access controls for data and employ version tracking. Collaboration pages at a minimum shall provide calendars, task lists, and document libraries. Additional pages may contain schedules, milestone tracking, financial information, workflows, forms, and statistical reporting graphics as needed by the PMC.
    • Assist with developing a strategy and designing an external information portal which can be accessed by customers and stakeholders within and external to DHS.
    • Maintain configuration management of acquisition management documents throughout their development lifecycle.
    • Assist the government representative with coordinating with the NPPD Component Acquisition Executive (CAE) office staff and Chief Information Office (CIO) staff on acquisition and program management policy, governance, and risk analysis.
    • Assist the government representative with coordinating with NPPD CIO and CAE staff in scheduling Acquisition Decision Events and Systems Engineering Life Cycle reviews.
    • Participate in program review boards at all levels within the Department and assist in the preparation of a wide range of substantive oral and written presentations and reports to senior officials within and outside of DHS.
    • Analyze, execute and manage the data input into the following acquisition reporting systems/reports: Next Generation Periodic Reporting System (nPRS), monthly Investment Management System (IMS), Quarterly Program Assessment Report (QPAR), Comprehensive Acquisition Status Report (CASR), and CIO health assessments in order to meet NPPD and DHS requirements.
    • Provide procurement support for the planning and execution
    • Participate in working groups for the development of contract strategies.
    • Provide support in the preparation of procurement briefings, PowerPoint presentations, meeting minutes, reports and other materials.
    • Assist with creating and updating documentation to ensure procurement packages contain all required documents to meet OBIM’s requirements.


    • Bachelor's Degree or higher in finance or related field
    • Minimum 10 years experience
