  • Overview

    TMR Inc. is looking for a Technical Program Manager to support a client in Alexandria, VA. The Program Manager will oversee project team and overall contract and provide written proposals for additional client requirements. The Program Manager will provide support in the following areas: (1) Risk Management Framework Support (All NIST Related Activities for all USPTO Internally Hosted Systems), (2) Vulnerability and Compliance Scanning and Analysis, (3) Threat Analysis and Advanced Penetration Testing, (4) Cyber security program management, project management, data calls, security policies & procedures including privacy impact analysis, (5) Security Architect and Engineering for advanced security analysis, and (6) Cyber Security Authorization for contractor and cloud hosted systems.

    Responsibilities

    • Daily responsibilities include client interaction, customer support and resolving common issues such as ensuring customer concerns related to Cybersecurity matters are resolved.
    • Ensures all project tasks are completed according to the specified time frame and budget.
    • The Program Manager role is critical for direct process coordination and daily workload management, as well as deliverable accomplishment across the entire contract team including delivery of work products to the Task Order Manager (TOM).

    Qualifications

    Minimum Requirements:

    • At least 10 years’ experience in leading and managing a security program in a large Government or commercial entity is preferred.
    • Security experience in team leadership and coordination of IT Security compliance and product delivery.
    • Possess excellent communication skills (both written and oral), and the ability to influence key stakeholders.
    • In-depth knowledge in enterprise security strategies and plans, and Federal standards and guidelines to manage USPTO-wide information and information asset related risks, threats, and vulnerabilities.
    • Experience of system(s) functions, security policies, technical security safeguards, and operational security measures is preferred.
    • Thorough understanding of Windows and Linux based Operating Systems, networking (TCP/IP, Ports, Active Directory, DNS, and DHCP), Switch / Router configuration, and Security.
    • Thorough understanding of NIST 800 series standards and guidelines found at https://csrc.nist.gov/publications/sp800, related Federal Laws, policies, memoranda and current best practices for Information Assurance and System Security.

     

    Clearance Requirement:

    • Secret security clearance is required for key personnel.

     

    Certification Requirement(s):

    • Certified Information Systems Security Professional (CISSP).
    • Program Management Professional (PMP) in accordance with Commerce Information Technology Requirement (CITR-0006).
