Overview

TMR Inc. seeks a Project Team Lead to provide security support services and overall management of a team of Cybersecurity professionals supporting the U.S. Coast Guard (USCG). The Project Team Lead provides Information Technology (IT) Security Management services to the USCG Information Assurance (IA) Division supporting cyber risk activities on the USCG classified and unclassified IT infrastructure. Provides project management professional services for smaller projects or task orders, providing leadership and is responsible for project direction through successful performance of a variety of detailed, diverse elements of project management tasks. The Project Team Lead(s) direct completion of tasks within estimated timeframes and budget constraints.  Schedules and assigns duties to subordinates and ensures assignments are completed as directed. Incumbent interfaces with Government representatives and reports to the Program Manager on project progress/status and various issues or problems. Duties include, program/contract management; technical guidance and oversight; supervision of design, development, and implementation of complex computer systems; business area analysis; project planning; coordination of resources (including subcontractor management); project status reporting; and performance measurement and reporting. 

Responsibilities

  • Leads and guides the work of a technical staff, serving as a liaison between multiple stakeholders completing technical aspects of projects, planning project stages and assessing technical implications for each stage
  • Oversees the team’s Cyber Security and Information Assurance support in complying with Defense Information Security Administration (DISA) issued Task Orders (TASKORD).
  • Oversees the development and implementation of security policies, guidance and procedures.
  • Oversees support activities for Assessment and Authorization (A&A) activities on IT systems and applications, including review or preparation of required documents (FIPS 199, Risk Acceptance Memos, etc.) security audits (i.e., FISMA), risk assessments, security plans, and system test and evaluations.
  • Ensures systems security plans (SSPs), Security Assessment Plans (SAPs), A&A services and A&A related documentation is completed including the preparation of security-related documents such as policy waivers and risk acceptance documents.
  • Ensures the team completes contingency planning, disaster recovery planning and business continuity planning activities for each system.
  • Oversees the team’s technical and security management services to the Coast Guard Computer Incident Response Team (CGCIRT). Works with the CGCIRT team to monitor, responds to, investigates, and reports on potential and actual security and privacy violations and incidents in accordance with USCG Cyber Command and US Computer Emergency Readiness Team (US-CERT).
  • Ensures security-related training is provided end users under FISMA, NIST, DoD, and USCG compliance.
  • Performs quality control; ensures contractor performance meets established performance standards.

Qualifications

  • Education: Preferred Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering. Substituted experience in a related field (e.g., completion of DOD/DHS Senior enlisted or Junior Officer Leadership School).
  • Demonstrated experience must have been received formal educational training in Project Management with the past two (2) years.
  • Experience: At least six (6) years of management level experience.
  • At least one of the Industry recognized certification related to IT security: CISSP (or Associate), CISM, CISA, CAP, CASP.   CISSP Preferred.
  • Project Management Professional (PMP) certification is required.
