Overview

The Proposal Manager owns the proposal strategy, derived from the capture strategy, responsible for the preparation of all assigned proposals, from concept through delivery to customer. Build on our strong success within both the civilian and defense sectors, in this role, you will be responsible for engineering compliant, compelling, competitive, and winning proposals.

Responsibilities

  • Proposal management and engineering of all proposal lifecycle activities to include:
  • Interpretation of solicitation requirements or source selection regulations and approach on individual opportunities
  • Proposal/partner team management and facilitation
  • Win theme development
  • RFP / RFQ / RFI decomposition
  • Proposal schedule development and management
  • Workbook/Storyboard/template development
  • Formal kickoff and color team meetings
  • Author training and working sessions to include content refinement, ensuring compliance and alignment with proposal theme and messaging
  • Formal and informal proposal reviews
  • Post-submission support (e.g., clarifications and final proposal revisions)
  • Able to develop and edit content (acting as contributor and editor)
  • Operational staff management, including scoping and monitoring proposal efforts, setting priorities, and aligning resources
  • Leverage industry best practices and contribute to the development and continuous improvement of proposal engineering processes, tools, and templates

Qualifications

  • Bachelor’s degree minimum and 5 years of experience in a proposal production environment with direct management responsibility for production personnel; and/or ten (10) years of Proposal Management experience with no degree.
  • Advance knowledge of Microsoft Office Products [i.e., SharePoint, Word, Excel].
  • Shipley Certification highly desired or other formal proposal training.
  • Broad and specific range of Federal, State, and local government procurement regulations and practices (including FAR and DFAR).
  • Understanding/proficiency in Shipley Proposal Management methodologies is preferred or certification highly desired.
